housing promotion
The state of Rhineland-Palatinate supports the construction and purchase of houses and apartments with its own program as part of social housing promotion. It also promotes modernization.
The social housing promotion of Rhineland-Palatinate consists of the following areas:
- Promotion of self-used living space
- Rental housing promotion
The funding programs are implemented by the Investment and Structure Bank Rhineland-Palatinate (ISB) in Mainz.
As part of the Promotion of self-used living space The state has the following funding programs:
ISB Loan Homeownership
Funded:
- The new building, the first purchase or the purchase of houses and apartments for self-use,
- Expansion, conversion, conversion and extension of owner-occupied apartments
- The purchase of the already inhabited rental apartment
- Replacement building after demolition
ISB loan Acquisition of cooperative shares
Subscription to shares in the company is encouraged in order to become a member of a housing cooperative and thereby acquire the right to be given a cooperative apartment for self-use.
ISB loan modernization of owner-occupied living space
Structural measures are funded
- enable barrier-free living,
- achieve energy or water savings,
- increase the utility value of an apartment in the long term or
- improve general living conditions over the long term
- enable heating and water heating through the use of alternative or renewable energies.

ISB loan rental housing
The construction of rental apartments and the initial purchase of rental apartments are funded.
ISB loan modernization of rental housing
A modernization is present if through structural measures
- barrier-free living is made possible,
- the sustainable saving of energy or water is achieved,
- the utility value of an apartment is sustainably increased and/or
- the general living conditions are permanently improved,
- the heating and water heating is made possible by the use of alternative and regenerative energies.
Eligible for funding are measures that affect premises that have already been used for residential purposes.
ISB loan for residential groups / ISB loan for shared apartments
Funding is provided for new construction, initial acquisition, replacement after demolition, expansion, conversion, conversion and expansion of living space for assisted living groups and shared flats. Assisted living groups must have a conceptual orientation in accordance with the state law on forms of housing and participation (LWTG).

ISB loan for the construction of student dormitories / modernization of student dormitories
The creation of new living space in student halls of residence is funded.
Furthermore, the modernization of living space for students in existing student residences is eligible for funding.

- the utility value of a dormitory is sustainably increased and/or
- the general living conditions are permanently improved.
ISB loan housing for refugees and asylum seekers
Support is provided for structural measures that make a building fully or partially usable for residential purposes. Funding for new construction or acquisition is excluded.
notice : There is no legal entitlement to funding, even if all funding requirements are met. The departments responsible for granting funding also make decisions based on the budgetary funds available.
The loans are applied for via the funding agency located at the district administration of Trier-Saarburg.
